Civilian Response to Active Shooting Events (CRASE)

The FDL Safety Council and FDL SHRM will be hosting a Civilian Response to Active Shooter Events (CRASE).

CRASE is a nationally recognized training program designed to educate civilians on how to respond effectively during an active threat. It teaches practical, evidence-based strategies—Avoid, Deny, Defend—to improve personal safety and survivability. The program also emphasizes situational awareness, preparedness, and coordination with law enforcement during critical incidents.

Learning objectives:

  1. Recognize the dynamics of active shooter events, including common behaviors, incident timelines, and how such situations typically unfold.
  2. Apply the principles of “Avoid, Deny, Defend” to make informed decisions that increase personal safety and survivability during an active threat.
  3. Identify strategies for situational awareness and emergency planning, including how to assess environments, recognize potential threats, and prepare effective response options.
  4. Demonstrate appropriate actions for assisting law enforcement and first responders, including communication, medical considerations, and post-incident responsibilities.

Presenter:

Assistant Chief of Operations for the City of Fond du Lac Police Department, Scott Krause brings over 26 years of progressive law enforcement experience, demonstrating a sustained commitment to public safety, leadership, and operational excellence. Throughout a distinguished career, he has developed extensive expertise in tactical response, crisis management, and organizational leadership.

For more than 20 years, Krause has served as a member of the department’s SWAT team, including eight years as SWAT Commander. In this role, he oversaw high-risk operations, coordinated specialized training, and led critical incident responses, ensuring the safety of both officers and the community. Krause is recognized for his disciplined, strategic approach to complex law enforcement challenges and his strong emphasis on team readiness and accountability.

In addition to operational leadership, Krause is a highly credentialed instructor. He is certified as a Tactical Response Instructor through the Wisconsin Law Enforcement Standards Board and through ALERRT (Advanced Law Enforcement Rapid Response Training) at Texas State University. Krause also serves as an Active Shooter Incident Management Instructor with C3 Pathways, contributing to the advancement of national best practices in emergency response training.
